Statisical Jesuit

Thomas S. Acker, S.J., is executive director of Forward Southern West Virginia, an economic development organization based in Beckley and is the former President of Wheeling Jesuit University.

Here is an excerpt of his article.

The West Virginia Division of Labor is scheduled to announce on Jan.2 the state's prevailing wage rates for 2009. The West Virginia Code directs an investigation each year but does not stipulate how this investigation and determination of prevailing hourly rates be undertaken. One can expect from our state officials that the investigation be done accurately, according to law, and with statistical competence. The following is a report based on a judicial hearing of the manner in which the DOL has set rates since at least 1994.
