NEW ORLEANS -- Going through a box of campaign T-shirts in the back of his SUV, Joseph Cao said he wants people in New Orleans to know he's the Republican candidate for Louisiana's 2nd Congressional District."We need to change the perception of Louisiana politics," Cao said.That's why the former college professor and Jesuit seminarian, who is now a lawyer, is challenging Democratic Rep. William Jefferson. The two face each other in a Dec. 6 general election that also will feature Green Party candidate Malik Rahim, Libertarian Party candidate Gregory Kahn and independent Jerry Jacobs.
